Applications can be submitted one of several ways. Apply online with North Carolina ePASS. Apply and submit documents through All Access Point. Mail the completed application to 301 Billingsley Road, Charlotte, NC 28211. Drop off a completed application or apply in person at one of three locations: Ella B. Scarborough Community Resource Center - 430 Stitt Road, Charlotte, NC 28213; Valerie C. Woodard Community Resource Center - 3205 Freedom Drive Suite 1000, Charlotte, NC 28208; or Wallace H. Kuralt Center - 301 Billingsley Road, Charlotte, NC 28211. To complete a telephone application, call 704-336-3000 for the Mecklenburg County Economic Services Division call center and press 3 for food and nutrition services. Benefits cannot be used to purchase items such as detergents, paper products, tobacco products, or alcoholic beverages.
